Yes that person can play.
The MS lounge refers to all the ladders in Medieval Siege lobby from RM- team games ,RM-1v1 etc so if you have over 400 games combined across those ladders from 2012 onwards you can't play.
Also if you have over 200 games played just in the RM-Interm ladder you also can't play.

Maybe we need to put a maximum of Beginners matches for Division B. No more than 500 games for in the Beginners Ladder in the Division B criteria? Because what if a player has 1500 games played in the Beginners Ladder. He will have a huge advantage over somebody who has only 500 games.

@Michi, the maximum games for the Division B look good, a 1000 is more then enough, i know a few people who've got 600 odd games played and still low 1.3k rate. Rules and criteria look really good so far, everything I've queried has been answered and even taken on board ;D If I think anything else up I'll be sure to mention it, will begin adversing soon!
