The game data mod is very big, that's why it takes a while. Download it beforehand.

But it wasn't like that before. Downloading the gamedate was basically finished in a few seconds.

I think the problem is related to your location (mainland China). Could you please use one of the well known working VPN services in China that allows traffic to our CDN (Cloudflare)?

We use native IPv4 here at Voobly, some web services however may also offer IPv6. You do not require an IPv6 address though. There are known issues with services outside of mainland China which can be resolved using a VPN.
