Please follow the instructions below.

NAT configuration

1. Login to your router.
2. Navigate to your routers port forwarding section, also frequently called virtual server.
3. Type 16000 and use protocol UDP.
4. Double check your Ipv4-adress and make sure it's right
5. Test your ports, either by port checker/network diagnostics or by joining game rooms

- Please take screenshots on the NAT configuration if not successful.

Make an exception for Voobly in your antivirus software and firewall settings

1. Locate: System and Security -> Windows Defender Firewall > Allowed Applications
2. Find Voobly and tick the boxes for public and private
3. Save by pressing OK.

Yes it looks as if there is a problem on the ISP's end or possibly a faulty router. It's hard for me to tell, anyhow you should give them a call and see what they say about it. You can simply tell them that you are trying to play a game online which requires UDP Port 16000 opened and you need help with the configuration.
You are paying for their services and helping you out is the very least they can do.

Hello EasyVillage_,

The IP you are trying to set is incorrect. You must write down your IPv4.

You can easily find your IPv4 the following way:

1) Windows > Run
2) Type "cmd" > accept
3) Type "ipconfig" and press enter
4) Search for your IPv4
