The ebueulax.dll file was not found, no idea what that file is or does or where to get it from. Help would be appreciated.

Install it and relaunch Voobly. Do again the Game Diagnostics. It should be fine after that.

Did that couple of times, now am following the clean installation once more. Is there a specific place the compatibility patch should be installed?

That's definitely the compatibility patch which is not correctly installed. Since when it happens ? Did you ever play with the Age2HD on Voobly?

Do a clean installtion of Age of Empires II HD, follow this link :

Make sure you follow all steps.
It has also the step to install the compatibility patch. So follow it and normally it should be fine
