The ebueulax.dll file was not found, no idea what that file is or does or where to get it from. Help would be appreciated.

Download the compatibility patch here : [You must login to view link]
Install it and relaunch Voobly. Do again the Game Diagnostics. It should be fine after that.

Did that couple of times, now am following the clean installation once more. Is there a specific place the compatibility patch should be installed?

I did the complete clean install and placed the compatibility patch in steamapps/common/age2hd/userpatch, still same error

That's definitely the compatibility patch which is not correctly installed. Since when it happens ? Did you ever play with the Age2HD on Voobly?

Alright. I'd suggest you then this :
Do a clean installtion of Age of Empires II HD, follow this link :
https://support.voobly.com/display/vkb/KB1054+Clean+installation+of+Aoe2HD+with+compatibility+patch
Make sure you follow all steps.
It has also the step to install the compatibility patch. So follow it and normally it should be fine :)

It's mentionned in the step 14 of the link I sent you. Just please follow carefully the steps and it should work. Step by step with calm :)
