As far as the time is concerned. I will change this and edit it so players have one week to play their first round. It will be up to the players to schedule their own matches. I will have the brackets finished on September 19th. The sign-ups will close on September 17th. This will allow me to check to see which teams should play who and have them matched up as fair as possible. The tournament start date will still be on September 20th, but players will have until September 27th to complete the first Round.
In regards to the suggestion of Division A winners playing the Division B winners. I want to keep this tournament as simple as possible for now. Maybe our next tournament, we can start with something like this. This is the NPL first tournament so I want to keep it at baby-steps since there is already a lot of criteria involved with this lounge opposed to other lounges.
We will keep the civilizations for all Round matches at Team Random. If we select civs for each round, that will be another thing that will require a really long discussion. Some players will want one civ and others will pick 5 other kinds of civ. Let's keep it simple for now everyone. Maybe in the next tournaments, we can pick civs for Rounds.

If the person that dropped can't play or went offline, that team will have the option to play 4v3 instead of restoring the match. A new game will be created.

And what if 2 sheeps are situated in a bottle neck where players intend on walling? If one player reaches the bottle neck first and gets an enemies sheeps what should they do? Send them back or could you use them? or send them ot a corner or the map?

No, the match would not be repeated. Relics aren't really a huge part of the game and don't really play a huge part in the start of the game. Trading has more profit in gold than relics imo.

I have been seeing most of the players what would fit into division B and they play well and make me think we need 3 divisions next time we do this .
Division A is correct ,the current B becomes C and the new B would contain players over 400 RM beginner games who are under 1300 rating because most are not that good ,they will sign up for Div B in this tournament but it will be a tough tournament.

Most games have a deciding factor (who is winning and who is losing). It won't really matter of the game time and I don't think it's a good idea to set one. If we set the rule at one hour, what if something happens in minute 58? Not much will change from minute 58 to one hour as far as who is winning and who is losing. That wouldn't be really fair just because of a two minute difference. This will be under the VCOM Hosts discretion as to which matches will be restored or not.
If a player has dropped during the game, it may or may not be restarted based on the current game standings.
Message a VCOM Host once the drop occurs. This is to get the match finished in a timely fashion, whether it is restored or restarted.

Does it mean that for eg a player with 1.3k rate in NPL beginners with 100:90 w:l and also 1.7k in MS with 200:160 w:l could sign up? They wouldn't have an AKA, they don't have more then 400 games played in MS, they dont have a w:l of 2:1 in any ladder? Also presuming they have 25 games played (with acceptable w:l ratio), no other accounts...

No, the match would not be repeated. Relics aren't really a huge part of the game and don't really play a huge part in the start of the game. Trading has more profit in gold than relics imo.
