The second traceroute makes no sense. Are you connected to any VPN services or perhaps a second network card / WiFi adapter connected to a different network?
No, the first picture is the true one may be the second time I have connected to Windscribe VPN. Now, what should I do, should I contact to my ISP and make port forwarded to 16000 or make static IP?
Still the same problem, I have done 27000 port forwarding and removed power cable of router restarted and changed NAT-T to 27000 restarted voobly still the connection is poor
I removed firewall this is a new laptop, no anti virus software are installed. I have done the scan check ups like scanhealth checkhealth restorehealth and sfscannow all the scans are clear. My winver is pasted below PFA
Restart the router after by temporary removing the power cable.
Then change the NAT-T port in your Voobly settings to UDP 27000 as well:

Restart Voobly and run network diagnostics again!
