when i start a game it chrases and says runtime eror

Did you purchase the game from steam? If yes, are you able to run the game from the steam client?

If you did not purchase the game from steam do that first.

If its working on steam and not on Voobly, then follow this guide to reinstall the game again (exactly as outlined in the article):
http://support.voobly.com/display/vkb/KB1054+Clean+installation+of+Aoe2HD+with+compatibility+patch
