Using that article add for this Port: 16000 (all Internal & External fields), Protocol type: UDP, Internal Host: Enter your computer LAN::IPV4 Address and Mapping Name: Voobly.
that's it! you all have to on your Router -> Port Forwarding/Mapping.
From your existing Port Forwarding rule, you did wrong setup - Protocol should be UDP only not
TCP/UDPso just change that and you're done perfect!Open your Status ► WAN > Network page. and, check your Profile name that matches with your Port Mapping > Interface: INTERNET_R_8_35 - both should be same and exact!

I asked your Router Firewall screenshot mate not your Windows. ^
Still after changing your Interface profile, your problem exists then do use different NAT-T Port on your Router and Voobly settings (i.e 27000 UDP).
