When arranging the matches to be played does the date chosen by the players have to also be a date when a host will be available?
We will be watching when players are scheduling their matches. Yes, hosts should be available in case there are any questions, or problems during these matches.
I think the usual is 1"30. That's what it should be. If people are going to spec though, we need to make sure there are rules for it; No sending messages to teammate about game, etc.

If people spec and if they tell the player(s) playing what the other team is doing, 1:30 is enough time to do something about it but if it was longer, maybe "if" they told the player it'd be too late
Yes if outsiders try to "warn" their in-game friends about anything this is something we can easily monitor. Despite that we suggest all users NOT to do that cause its gonna be against rules.

Spectators giving messages (giving hints) to players inside the game will be banned from the tournament. The player or team that is receiving this information will be immediately disqualified.

And what if a player falls under A but wants to play in B so he signs up to B with his friends can he do that or will staff not allow him .

It depends on if we can find a suitable match (fair split) for that team. In reality, I think we may have more sign-ups in B, than we do for A.
