Mods are downloaded automatically when entering a game lobby. Do not enter any game rooms as long as the downloads are still running, when doing so, you pause the download as the client will wait for the NAT-T handshake. All downloads will then go through the proxy server and take forever.
In a future client release, mods are downloaded first before the lobby will load.
But here I was simply out of game room and I simply restarted the CS lobby. Didn't get into any room.

Yeah, in future it will temporary disconnect you from the lobby if you enter a game room where you don't have the mod, then download the mod and then re-connect. It's a technical restriction.
I hear what you're saying. But I don't think that's what causing this. What about the spectator issue then? Also sometimes we play few fun maps together, the host puts in a new mod which almost all the players in room don't have. They seem to download it pretty quickly as its like 10-20 mb but it seems slow as hell for me..
What you describe rather sounds like an AntiVirus delay than a download / bandwidth problem. I assume that you are using the default Windows Defender that comes with the operating system. If that's the case, try this: [You must login to view link]

I have run a quick check on your support log files collected by Voobly.
Neither Voobly nor the game is installed at the recommended locations. Voobly is installed inside your home folder and the game directory contains invalid characters. Folders starting with a dot are considered hidden folders, which can even be found on a Windows system. Your installation is not supported.
I just happened to re-install v1.6RC patch and it was around 40 MB, took extremely long to download it.
Btw the net speed is 100+ megabits/sec
