Theres never been a way for people of CS to get results cause no matter the input it's always at the mercy of someone who does all the decisions.
Mods have 0 power they do absolutely nothing they can't even kick ppl anymore, a big glorified joke.
How many people quit because of how corrupt your organization is? You get people that want to do stuff and they eventually get sick of how voobly operates.
The moderator program has caused so much harm to the project and has made many people leaving Voobly forever. At that time, we allowed individuals, that have been selected and promoted as moderators in an nontransparent manner to act like in the Wild West and violate the privacy of our players without regulation, supervision and consequences. In 2015, the moderator program was finally retired permanently. So yeah, this "corrupt organization" and "individuals making decisions" you are talking about are no more.
And let's not forget, the big decision makers until 2015 were CS players altogether. At that time, Voobly was managed by those individuals in high positions.

There is just one thing you shouldn't do though:
Suggesting things that didn't work in the past -- things that former CS "managers" kept trying over and over again (until 2015). Here are a few examples: ladder resets, removing ratings (has killed AOK, AOE1), bringing back moderator powers, bringing back moderator badges / shields, bringing back Wild West for moderators, introducing CS managers again (we had seven of them), random changes to CBA (CBA really isn't your problem)
People in NPL exactly know, why they don't want to play with the local natives of CS. When CBA was still rated in NPL (until 2012?), the problems in NPL and CS were the same.

They have one command,

Nowadays, NPL players don't get that chance. They're only geared up for RM, and the few scenarios they do play aren't seen outside of NPL.
You could even hype up and promote CBA hero with the 1.6 patch (properly balanced), and players would grind it like crazy.
Don't get too fixated on RM because eventually, everyone will upgrade their PCs and switch to DE. CBA already died out on Voobly for a bunch of reasons, like getting axed from NPL, CBA hero's rise, and its popularity on AoE HD and DE, etc.

Yep. Whatever said is legitimately true and inevitable. To save CS, in fact Voobly of all, the DE patch needs to be implemented by force on players if needed.
this way players have 'friendly' access to both types of map, in consequence trying to play unknown gamemodes for them, but in reality voobly mods wanted to do what they thought was a good idea and never listened to its community, to now be in a dead end.
