For UAC, click windows key, then type UAC and hit enter.

I am no master in UAC, but as far as I remember, set UAC like on the picture, and then leave it like that and forget it...

Thanks for the help guys! My father solved the problem I may be not much educated but he is a software engineer, which helped me, I needed to delete all the files of the old AOE2 game in registryedit regedit. If it helps anyone please feel free to use, you need to just enter the folder name that was aoe2hd previously in regedit search and keep deleting there were more than 100 files and now all problems solved and all patches downloaded successfully.

You never ever turn off the UAC on a Windows Operating System. It's one of the most important security features. I really wonder how long it takes, until MS removes this or at least restricts this to Enterprise customers.
