This error can't be resolved, the installer seems to install the 64 bits version and you won't be able to run this on Windows XP. Don't lose your time to reinstall SP3 or follow any advice. If they don't modify the installer, it won't work at all.
Conqueror is a very old game but they are following the OS requirement for this game.

If the problem you're experiencing is related to Windows XP x86 SP3 only, you could try installing Windows XP x64 SP2. I have not tested this myself with the new client. But if the OS architecture is the issue, this might just work.
That being said, the new client still runs on Windows 7 x86, so I doubt 32/64 bit is the problem here.

If the problem is related to visual C++, maybe you're pushing the wrong version for XP.
Installed version with Voobly : Microsoft Visual C++ 2015-2022 Redistributable (x86) - 14.30.30708
Downloaded version for XP : Microsoft Visual C++ 2015 Redistributable (x86) - 14.0.23026
