UAC settings are set to defaults. I have tried other settings with no difference in result.
I have tried the above suggestions as gives to OP, with no change in result.

The same error of initialization failed, both when launching through voobly and when directly using the aomnocd.exe from the folder.

The last message is "loading database.

adding xres yres in shortcut does not affect launching game from voobly, in order to have that res when launching from voobly you have to add
xres=1920
yres=1080
to you user.con file in startup folder. (or whatever resolution your pc is)
