I assume you setup the firewall rules for both Voobly and the game itself. If not, please do this. Another thing to check is if your game has administrator privileges. If it doesn't, please set that up. Voobly will have administrator privileges by default. I hope this helps.
Please make sure, you are not using an IPv6 address on your WAN interface. You cannot play without an IPv4 address on your WAN interface. Many ISPs offer both, IPv4 and IPv6, please make sure that you play with an IPv4 address.
