Why couldn't I turn on rating, Is there any fair explanation?

I have no idea what you are talking about, we didn't touch the rating on Voobly. Just select a ladder and the game will be rated.

Just change the game settings. Temporary switch to another patch, disable the mod and then enable it again. That will solve it.
