I think Persians is not a fun civ to play, they are slow and no one wants to be that civ. You guys have completely ignored fun civs such as celts/goths/brit/mong/chin/huns.
Try to be more creative with various combinations. Some of the suggestions could be:
Mong+Brit+byz vs Huns+mayans+chin
mayans+celts+spa vs brit+goths+turk
celts+huns+mong vs vik+chin+spa
turks+japs+byz vs chin + sara + huns
these are just come examples, which would make the tourney more fun.
Just sara/spa/pers is boring.

Anyways civs aren't fixed so we can change it depending on the participants' agreements or we are just gonna have drama and abuse from everyone.
