You must select "record game" in the pre-game chat, or play a rated game, then it's forced to be recorded.

When playing patch 1.6 or another mod, you must check the folder for recorded games inside the Voobly Mods folder. For example when playing the DE Balance mod:

AOC: C:\Program Files (x86)\Microsoft Games\Age of Empires II\Voobly Mods\AOC\Data Mods\DE Balance - Allied Vision\SaveGame

HD: C:\Program Files (x86)\Steam\steamapps\common\Age2HD\Voobly Mods\AOC\Data Mods\DE Balance - Allied Vision\SaveGame
