fog of war flic k ering / vibrating

plz ASAP help!

If i make the resolution smaller than 1080p the problem goes away

note: screenshot and video recording of the game have no fleckering in it,

i have same issue like these https://www.voobly.com/forum/thread/284500
but in 1080p

Please update your graphics card driver, you appear to be using an outdated driver through Windows Updates.

it doesnt appear in screen shots and video record of the game
ony in the game itself
video and screenshots of my gameplay seem ok, no fleckering

Do you see similar f****ing in one of the squares in this image (specifically 1 and 3)?
