Dear Technical support,

I pass Game diagnostic .
I pass Network diagnostic.
But I cannot download mod updates such as https://www.voobly.com/gamemods/mod/1224/DE-Balance---Allied-Vision

The computer is managed by my work company and does not allow me to connect to Voobly website/server. (Playing game is okay though.) Is there a way I can download in another computer and use usb to carry the file and manually install the new updates?

You basically copy the "Voobly Mods" folder in your game directory. For HD you find that folder -- by default here:
C:\Program Files (x86)\Steam\steamapps\common\Age2HD
