First thing i would suggest you to upgrade to a more recent Operation System,
Since you using the Xp Operating System, probably you have a really outdated version of your browser (Chrome) wich i suggest to you to not use it due security risks, same with using XP.
Updating both of them probably will fix it.
You can try to connect with your Smartphone to Voobly, and see if you able to load it from there. If yes, the solution is what i provide for you above
