I've tried downloading the compatability patch ([You must login to view link]) and installing it, but the same issue keeps showing up when I load up the game browser.

ebueulax.dll was not found in its proper place.

I reached step 18 in the guide you sent me, it now says:

You are not at the latest patch for your game. Voobly can install it for you automatically.

What should I do now? I already installed the patch but it's not working still.

Upon installing the patch a folder called age2_x1 will be created in C:\Program Files (x86)\Steam\SteamApps\common\Age2HD. Please make sure it's there.
The folder contain the converted version of the game ( age2_x1.exe) along with other important files.

Join one of the AOC lobbies on Voobly and the Game Diagnostic should pop up.
If that's not the case, click Game Diagnostic in menu Options and click "Yes".
