NPL players should not be allowed to play in Rm/Dm lobby unless they reach the 1400 cap in NPL. The reason is pretty simple. They can spec all they want but when they join in the normal rooms they create a huge unbalance in the game.

There should be a system to keep them away until they gain enough skills to play in Rm/Dm rooms.

Thank you for your suggestion, but we will keep it just as it is. We are convinced this is the best way.

Doesn't matter what ELO people are, they are free to spectate games if they want to. Spectating games also helps them learn and that factor is especially important for new players.
If it bothers you with new players causing imbalance in the game, set a 50 game minimum rule for your room.
