The solution I've seen for this problem says I need to change options in under "Game" in the "File Game Mods Help" section but my version of Voobly says "File Options Help" so I have no way to try that solutions.

Edit #1: I also tried to enter -fullscreen on Set Launch Options in Steam but that did nothing.

Edit #2: Solved! The "Game" tab appears where "Options" used to be when I host a game. I unchecked "Start Game in Window" under the Direct-X option and now the game starts full screen.
