Not really sure how we would work that. I mean you could also have someone who lives in say USA but was born in mexico and who would want to play for Mexico. Maybe someone could share how it was determined what countrys players could play for from other similar tourneys? Or even a suggestion?

No one can be forced, and that's why the list is made to have an idea where they are most, maybe there is a percentage of error, but it is minimal, everyone I think would like to play for his country if there are enough players.
