Hello, it tells you what to do in the black bold lettering message at the bottom of your image/game diagnostics

Operating system could be out of date or needs to be reinstalled. Also make sure you do the 2nd part of it (as shown in picture about direct play)

My operating system is up to date and the error is still not compatible with windows 7 64 bit?

- Control panel - Programs - Turn windows features on or off - find Legacy Components - press the"+" on Legacy Components & check the box DirectPlay.

Also you need to turn off firewall/antivirus/malware while playing on voobly or allow it through them. (same with the game you play)
