do you have the cd or steam version of the game?
cd
make sure your game is installed as per the link: https://www.voobly.com/forum/thread/261259
assuming you can enter a lobby, from options, top of the lobby, do the game diagnostic and show here.
update your operating system, drivers etc.

from a command window, type: dxdiag enter. from that screen you can see if dx has a problem.
do you have a graphics card and on board graphics?

in a game room set the game to"render at 32 bit colour". try.
