Tournaments are popular because theres a set number of games, only takes an afternoon and you only have to beat a small number of people/teams. Ladders require dedication, absolute skill and a lot of games played. Realistically very very few people have a chance of winning that ladder (without cheating, noob bashing, etc, which will bring their own issues) and as such very few would be interested in joining it.

No you wouldn't. Not for the pittance CS would be offering.
1V1 tournaments, for example, usually get what, over 30 entrants? If they paid just a few quid each the prize money would stack up fast. £5 entry wouldnt be much to most people; £150+ prize pool for a CS tournament could work. Maybe it wouldn't either but seems worth a try
I think the most effective way for cs to make a comeback is if the big rm tournaments included a cs section. This is obviously easier said than done but should be worth the time if it happens. The sponsors don't need a separate cash pool for cs just for it just needs to be streamed so the rm people get a grasp on what cs really is.

I think could be good idea if change some about days (and constance) of decay.
My idea is like:
Javi 2000 in x ladder.
After 7 days without play in that ladder, i will begin to lost each 24 hours 25 points.
