Revised Guidelines for the top 20 (1x1 Supremacy).

In the past, due to players point-sitting, match-picking, and just generally abusing the rating system, we (Voobly AoM staff) have implemented several rules to help govern the top 20. Over time, the rules have become stricter, to the point where players are only supposed to have one top 20 nick (along with other rules). The goal, of course, was to have a nice top 20 where everyone plays everyone without issue. In review, it seems that overall the rules have helped, but have not perfectly resolved the problem. But there probably isn't a way to perfectly resolve the problem (people will be people). Also, another aspect to consider, is perhaps the excess of rules just a bit too much? Sometimes too much supervision is a bad thing.

Hence, we are trying something a bit different as follows:

Players in the top 20 may now bring a 2nd nick into the top 20, so long as the god Cultures/Civilizations being used on the 2nd nick are different than the first nick.

Culture/Civilization = Egyptian, Greek, Norse, Atlantean.

Example #1: If mor_champion is playing Oranos on his main account, and he wants a 2nd nick in the top 20, NO games on that 2nd nick can be Atlantean. Also, whatever cultures are being used on that 2nd nick, cannot then be used on the main nick.

Example #2: ChronoJJ the RTSL king skillfully plays Ra and Kronos to the top 20. ChronoJJ's 2nd nick cannot have games with Egyptian / Atlantean. If ChronoJJ plays Hades+Loki on 2nd nick, then he can't start playing Greek+Norse on nick 1.

Additional:
1. Two nicks is the maximum in the top 20.
2. If Random God results in the same civilization/gods as the other nick, no problem. (we can tell if it's random).
3. Similarly, don't try to use the same civilization/gods and claim it was Random God, when it was not.
4. One/both nicks can be smurfs.
5. Infractions will result in match resets for the offending matches. If infractions continue, there will be rating adjustments for one or both nicks, depending on the case.
6. The two other guidelines are still in place, as follows:

A. In the 7-day decay cycle, A player within the top 20 must play an opponent who is either within 20 ranks, or 75 points. If an opponent does not fulfill either requirement, the player's rating will decay at the end of the 7-day cycle as if he had not played any games at all.

Note: This does not forbid top 20 players from playing opponents below the requirements. It just means that if a top 20 player does not play anyone in a 7 day span who meets the requirements, then the top 20 player will decay.

B. If a top-20 player repeatedly plays specific opponents over and over, while avoiding all others, then that player will also be subject to decay. This rule will be enforced in a case-by-case basis, and the offending player will be notified at least seven days before the decay will be implemented.

When are you going to update ladder ranks on the main page of rts-s btw? More than year has passed.
