I play using steam HD version on voobly. I wanted to play against barbarian ai so i opened aoe thorough the age2x1 folder in offline mode and faced this problem. I have done a clean reinstall of both aoe and voobly along with the userpatch. Still the same problem.

That's an issue with the compatibility patch, the language dlls are faulty. You can play through Voobly and start in the SP menu.
