This is only for playing with the compatibility patch, it has no effect on playing via Steam. You can't tell the AI to build markets. Depending on the AI there are taunts to tell it to attack, there might be ones to ask for help when defending. None of this depends on the language file though - That is only relevant for what you personally see.
