Well its not locked deliberately and you don't need to know more than that !
This is part of the problem. Most stuff on voobly is decided by people who dont even play the game whereas people who are the actual heartbeat of voobly get no say in anything.
Voobly staff is like a bunch of cooks who serve food without even tasing its awful flavor.
