I use this feature to move the minimap in the center of the command bar. However, sometimes I want to play the executable 1.4 without Voobly or even the original, and the minimap is at original position (far right). I didn't find a mod doing similar things. So what is the component controlling it and how can I install it outside of Voobly ?

You need to install the offline UP and in the installer select your Command Bar position style.
