See. actually, you made a mistake ^. The file which you located was wrong, that was Voobly's lobby gamedata patch file. so here which you need to locate is from in your game directory executable file.
Resolution:

1. First, exit out (close) Voobly client and open Voobly directory > gamedata folder(C:\Program Files (x86)\Voobly\gamedata) and there you can see one sub-folder called 'aoc' -select that and hold Shift key and delete.
2. Give a system restart.
3. Now start your Voobly client and join the game lobby and then one game detection error dialogue box will pop-up and ask you to fix the issue by locating your exact game path. so next click Yes and [browse...] and navigate to your game directory installation location from the right pane my computer tree and locate your actual game executable file (by default: C:\Program Files (x86)\Microsoft Games\Age of Empires II\age2_x1\ age2_x1.exe ).
