So what happened? ADAoE signing up with 2 17xx players?

They signed up with a player that's highest rating reached is 18xx.

They were disqualified from IOC for playing with this player after being told not to, and are surprised when he isn't allowed to play in this tournament.

I understand, 18xx exceeds the rules by quite a bit. Not unfair in my opinion and ADAoE should be more humble when they are wrong. Could still have played and done well while enjoying the tournament.
