Just because people haven't donated within one day doesn't mean its failed.
Especially as there was no prior promotion for the event, can't expect people to suddenly go for it.
Well, we had a donation of 200 dollars for a tourney a few years ago with the stipulation it was older players only. None of them, absolutely none of them bothered to show up, even the guy that donated lmao.
The problem is that these days CS is made up of mostly younger kids and people from weaker economies around the world. The older players can afford to donate, but they won't donate to settings that new players play.
The obvious exception is Europe but that is due to its draw for RMers.

btw, why dont civ bonuses work in cs? ie persian +50food/wood, chinese +3 vils -200 food, mayans etc.?
