UPDATE:
Both me and my mate 16000 udp open. Unchecked the "disable hardware acceleration" on directx in Voobly. Put only one AI player in game with us.
Result: game good and fluent for 45 minutes, a little lag after the 45 minutes.

it seems but not for every one, that playing with an A1 in the game can give lag after a time.
