I would recommend basing the lists off of the most recent tournaments. This would probably be the most accurate, because all of the games took place in a competitive setting where players attempted to play at their max potential and it was closely followed by the staff at voobly, making sure all rules where followed.

Still I believe this to be the most accurate starting point for the list. From the tourney results the list can be made and challenges can begin as their will be a baseline to start from.
