Yes, it's 4:30PM GMT or 16:30 GMT tomorrow. This was asked and clarified on page 10 I think it was if you'd like to confirm that from an organizer. In the future I hope they use military/international times (04:30 for AM, 16:30 for PM for example) to avoid confusion on times.
