This is zone rules, and how it has been for years, there is no discussion. There is a max of 40 axes, whether its in one place or not doesn't matter, and the most men you can select is 40 so its pretty clear if you have over 40 or not. It's really not very hard to understand, if you have 41 by accident cos a few are scattered over the battlefield, noone really cares. and if you're axe fagging its painfully obvious.
