now all the indians will vote "Players decide civilizations on the spot" so they can make it a 1v1 jap tourney

Or Tourneys host decides civ.

Random is not a good idea, may be unfair ;3confused

How about each player gives a list of their best civ choices. Everytime two players are scheduled to play each other, they will be asked to chose from the intersection of their respective civ choice list. if there is no intersection at all, then team random for those two. What say?
