Well I assume most will wall before 40 min or even 20 min so what you are suggesting probably won't happen ,players must try and avoid these situations in the game and stay put in their land until 40 min.
(preferably behind a wall lol) before 40 min you could be at 200 pop or 100 pop it don't matter as soon as the clock strikes 40.00min game time then the war has begun.

Invading ones space is rushing. You're depriving them of land, the ability to hide tactics before fight and setting up a frontal assault unfairly. You must be full **** or claim to be a lameass troll to make such a topic.

There is no "grey area" in regards to the NR 40" rule. Attacking at 39:45 or 39:55 is still breaking the rule and will result in disqualification. Attack at 40+ minutes or be disqualified.
