Pausing game as win-strategy?

Hello

In the last few matches I got the fun to play with people who are so focused on their rating that as soon as they are close to losing they start to pause the game or want to "save and close" just so that the game isn't rated.

Is there any way to stop people from doing it?
For breaks:
No breaks is imo not the best option as there can always be an "emergency" where you have to stop the game and restricting them isn't either as you can't limit the break time.
If all fails i will stick to no breaks but obviously other options would be nicer.

I thought a pause limitation was already in place due to Voobly/patch updates.

it is possible to limit the amount of pauses ya but not how long afaik

Afaik there are 10 pauses/player. At least in AoC it's like that, can't imagine why would ES remove it in AoM,
He can in the worst case spam "save and exit screens". If he does so, you can report on Complaints for "Refusing to play".
