Cba will never be balanced(in rdm civ), thats part of its charm. It is a gamble of what civs you are gonna get, if you balance sara then another civ will rise and become the best civ. You would get in a cycle of trying to balance each civ, as every civ has a counter civ.
+1 Nerfing one civ, gives another a boost and creates a vicious cycle of nerfing civs until cba implodes. Hmmm maybe its not a bad idea then
