In my opinion the tournament should be in 4 sets of games of RCB. 1v1, 2v2, 2v2v2v2 and 8P FFA. So 4 different tournaments and each give you points and in the end of 4 tournament the player who has most points is king of RCB. The idea is from Master of Alternative tournaments where people played 4 or more tournaments and every tournament had a different map. After the tournaments the points were summed up and the winner was crowned.

8P ffa is too lucked based for a tournament. In 2013 I'd say go for it but not in 2011.
2vs2 seems to be the only way in order to avoid "any" complaints about colors/spot's advantages!
Civs: Mirror will work unless for the little trouble that was mentioned by [Eot_]Alex, pre-set civs is a good choice! Imo i will suggest to choose new ones instead of the usual combinations!
I dont see how people can have such a problem with random civs. If its so unfair then why do you play that way all the time with regular rating? It may be a bit less fair, but its also more fun and does take more skill with all the potential civ combo scenarios. It makes winning more about strategy, rather than speed of clicking, just as playing with more players does. If multiple games were played it would make it quite fair.

Anyway about the rdm civs that you have mentioned previously, you have to take in mind that this is a tourney so civs should be the choose in the fairer way.
We all are aware that if the civs are matched the game can be actually pretty interesting with a big amout of fun but if you get too outcived there is no fun at all!( for example what if Byza(or whatever) + teuto vs goth + frank?!).
I know that there has been some 2vs2 CBA rdm civs or so, but in RCB that's more unfair if you take in consideration razes + kills=kings=heroes!
Well this is just my imo, anyone who agrees or is against RDM civs is welcome to share his opinion!
