You don't have to be. You could make a tourney anytime you want. If you want it to be official then ask Taff to join VCOM.

I sent Taff a message on MSN and through Voobly in regards to the time zone & tourneys issue.

You don't have to be a VCOM member to host a tournament.
I'm also on their Team Roster - ggitired

Message any one of us (VCOM) if you have questions about hosting a tournament.
