1.Copy civs.xml,homecityBolivar.xml,protoy.xml,stringtabley.xml and techtreey.xml files into ur data
folder,for example,ur game's path is 'D:\Age of Empires III',then copy them into 'D:\Age of Empires III\data'

2.As for sound files,copy them all,paste them into ur Sound folder.The path is,for example,'D:\Age of Empires III\Sound'

3.Copy sp_Bolivar_homecity.xml,paste it into ur savegame folder,
the path is 'My Documents\my games\Age Of Empires III\savegame'

4.Launch the game and join Bolivar's revolution!
