x9 Civ Bonuses UTs and Elite UUs

All civilization bonuses, unique techs, team bonuses and elite versions of Unique Units are multiplied by 9! In the case of Unique Units, what's multiplied is the difference between standard to elite. For example, if a Elite UU would get +2 attack and +1 melee armor, in this mod it'll gain +18 attack and +9 melee armor!


Balance and technical notes:

· Mayans resource gathering isn't truly x9, because it would make them broken (in the useless sense) beyond belief.
· Hun Spies discount - hardcoded, cannot change that. Sorry! But the wonders/relics thing does add +900 years!
· Sarracen market: It's negative! Sell 100 wood for 70 bucks, it ups to 73. Poses a fun strategy part where the sarracen player will want to crash the market with expensive inflation to keep the goods for himself, while everyone else tries to profit by selling when he raises the prices!


Note: I do not have Rise of the Rajas so I couldn't test those civs. If there's any problems, pm me!

Please do not ask for Feitoria changes or things like Imperial Skirm x9 or Condottiero x9. I have no idea what to multiply there.
