Is there a mod that can be made so when Chinese archers are garrisoned in towers they power-up?

Is there a specific program you all use to mod or is it just fancy trigger work?

I mean the towers. Not the archers. In RCB. Cho Ko Nu in towers => no tower power-up.

It is possible to incorporate this into RCB too correct? People will just automatically download the mod? Also, making the elite genitour slower would make the scenario better as well. Maybe just 5% slower.

Do I need to test this via Voobly and have someone else download it or can I test it myself by just opening up the scenario after I install it?

So far I noticed only a small difference when I tested it by myself in that watch towers powered up (1) when five cho were in the tower. Normally it's (5) for 5/5 archers in a tower.

The skirmisher does that to, right?
